К сожалению, Беларусь из соседних стран заняло последнее место.

I had a quick look at your research’s tables about Estonia and have to say that I cannot take it seriously.
My attention was caught by the fact that your report gave Estonia something looking like 0 points on online services, even though Estonia applies tremendous amount of governement online services, which are described in relevant World Economic Forum, Economist Intelligence Unit, International Management Instutite etc reports and publications and has been the basis for our country’s outstandingly high positions in similar ratings throught last decade. Also untrue is Estonia’s apparent zero on comment section of government web resources in your research. By the way some web based services (icluding state of the art Estonian parliament and local gov. “elections from home”) are accessible only via national personal ID card hardware.
Facts such as there are extremely easy to verify and do not increase reliability of your report.
