Belarus is the second addition to RWB’s list of «enemies of the internet». The OpenNet Initiative lists accusations of election fraud; suppression of public demonstrations and the jailing of dissidents, as common in the country. RWB adds that in April 2011, this included sending intimidating Tweets during the protests such as «To all persons going to the city square (…) : you will have to answer for it.»Control over web access remains in the hands of the government-owned Beltelecom, which is itself «under the direct supervision of the Ministry of Communications and Information». The policy relating to ICT, which this ministry enacts, «…appears to be created mostly on an ad hoc basis by President Lukashenko and his administration», the organisation adds.
In January of this year, a law was passed «making it illegal to conduct ecommerce with Belarusian citizens through sites outside the country’s .by domain name». BBC News added: «Fines for breaking the law range as high as 1m Belarus rubles (£77).»
